Bluetooth Programming

Hello all,
I need some help from u.

My new project on Bluetooth programming for that i have BluecontrolCL/1 
Adapter. one can see datasheet from this link.

I have configure this control as Slave with RS232 
115200,8,None,1,Hardware and for AT command 1000 +++ as wrote in 
Datasheet.
I have SPP Slave with COM3 and BS Config with COM5.

In Pc I have Win7 & terminal Program "TeraTerm".
In TeraTerm I give the serial connection to COM3. I configure Serial 
Port COM3 same as Bluecontrol (115,200.8, None, 1, hardware).
with 'Local Echo' on.

Now i write AT command on Teraterm, but the problem is I got no responce 
from controller. Why?

Accually my work is, this bluecontroller inserted with another machine. 
Using bluetooth i transfer one Data file from this controller to 
Notepad. (both have Bluetooth). For that i have to use C language for 
writting program.

If anyone know how can i fulfil this task, pls help me.
