Kein Edit von Privoxy action files (standard action user action) möglich

Hallo,
wenn ich gemäß den chip-Anweisungen die Privoxy-Action files ändern 
möchte und auf Edit klicke, kommt folgendes:

Privoxy Configuration access denied

The feature you are trying to access has either been disabled by the 
Privoxy administrator, or you came here by following an unsafe external 
link.

All enabled features are accessible from the main menu.

Ich benutze Mozilla. Privoxy ist aktiviert.

Kann mir jemand sagen, was ich falsch gemacht habe???
