Hello,

this means to encode data into analogue audio to encode this into a 
digital VOIP data stream to send the data over TCP/IP, while you could 
simply send the data directly over TCP/IP. Absolutely senseless and it 
will probably not function, because VOIP codecs are optimized for human 
speaking, not for data, even G3 Fax does in most cases not function over 
VOIP.
