We're looking for something that will emulate a TAPI modem, or multiple 
TAPI modems, using SIP (VOIP) connections for the "virtual modems". 
This would need to work in Windows.  Does anyone have any ideas about 
how this could be accomplished?

Hello,

this means to encode data into analogue audio to encode this into a 
digital VOIP data stream to send the data over TCP/IP, while you could 
simply send the data directly over TCP/IP. Absolutely senseless and it 
will probably not function, because VOIP codecs are optimized for human 
speaking, not for data, even G3 Fax does in most cases not function over 
VOIP.
