sd card rise/fall time

I'm trying to use MCU to communicate with sd card, but found questions 
on definition of rise/fall time. ON high speed card, the rise/fall time 
max. on 3ns, but does this 3ns relate to max. clock 50MHz ? If I use 
lower clock (e.g. 35MHz etc) will the requirement for rise/fall time 
proportionally reduce ?
