ICD 2 Failed Self Test

Habe versucht den ICD 2 zu installieren. Bekomme den Selbstest nicht 
hin.

Target Vdd ist auf Low
MCLR Vdd ist auf Low
der Rest Pass

Jemand eien Tipp oder schon mal das gleiche Problem gehabt?
