Conductor insertion loss in dB per unit length, alpha-sub-c, is
based on known copper conductivity and skin depth effect for ideally
smooth surfaces to get a surface resistivity value Rs. When the ratio
of skin depth to conductor thickness increases at lower frequencies the
estimate Rs is lower than actual. The surface roughness, RMS,
correction to Rs is borrowed from the microstrip H & J reference and its
degree of accuracy is uncertain.
