Hi I have an Acer TC-710EB61. Which is a i5-6400 + 16 go ram + 
integrated GPU __

It had 2 HDD 3+2 To + one 4x3.0 expansion slot (which are running 2 
external HDMI to usb adapter + 1 external HDD (sometime 2) both are 
alimented. + some other devive on USB port (label printer, scanner, 
microphone +webcam ect).

My primary usage isn't gaming but productivity.

A lot of excel with macro Too much tab in multiple web browser Sometime 
a VM is open for testing ( linux or lighters service). Some video 
editing, encryption software are used for container time to time

Ok sometime my 16gb is a bit low, but I just "some" some open project 
and i'm ok

I Had previously some trouble with my screen setup (sometime up to 4 
screen) but since I re arrange my adapter it seem ok (now I have a lower 
GPU then my integrated to sale..)

SSD for windows is on the road RAM might be upgraded in the future

But for the CPU ?? I'm really not sure if I would gain something. 
According to my reseach one scenario a was at 250w or below but after a 
resfresh it seem to be over 300w (which is the max capacity for the 
Power Supply)

How Can I really test it ?

A 250W PSU is enough for the setup you described.

If you overload the PSU, it will usually just shut down. That should 
also happen when it overheats. Not a danger in your setup when dedusting 
at regular intervals.

Not that I would not put any money into this system, you need to replace 
everything (mobo, CPU, RAM, PSU, case) with the next upgrade.

Note that I was surprised how much a good PC case (I use the Fractal 
Design Core 2300 here) can reduce HDD noise.
