An Arduino Uno can be programmed to be used as an ISP-Programmer 
(available in "Examples").
This can read your ATmega16.

There is no Atmel-studio for linux.
The default tool on linux for avr-mcus is avrdude, and it also supports 
usbasp.

i have this hw usbasp not , also ich habe dieses hw nicht ,
aber wenn ich habe asus tinker board und hat auch alle gpio signale auf 
gleiche board eigentlich muss doch reichen fuer write and read atmega16 
?

If you program your Arduino Uno as i explained (Example: ArduinoISP), 
then your Arduino Uno acts like a usbasp, so you have one.
You can feed it with commands from avrdude-program (and perhaps from 
Atmel Studio?).

Ja, wenn Du ein Programm dafür findest oder selbst schreibst, no 
problem.
